Since the FLASH plate has been mounted on Volkswagen, I would not associate it with extreme speed. Most likely it belongs to a programmer.

This does not seem to be an issued personalized, or vanity, licence plate. Still, it’s outstanding, since it combines the mentioning of the KGB, Soviet secret police, and number 37 - the year of the most severe brutality of the NKVD, the predecessor of the KGB.
